Director Baby Ruth Villarama and her team board a range of sea craft to chronicle the persistent dispute and its consequences between the Philippines and the People's Republic of China over sovereignty of the newly designated West Philippine Sea. These waters, recognized by nearly everyone outside of China as part of the Philippines' exclusive economic zone, has seen increasing infiltration by boats from China. These include fishing boats, the majority consist of Chinese coast guard ships that have been accused of harassing, collided with, and tried to seize Filipino boats as part of the broader sovereignty dispute.

Some footage are incredibly gripping, though often the conflict unfolds as a war of words of maritime bluster. Officers from each side's boats deliver impassioned radio transmissions, filled with technical legalese, practicing a unique long-distance negotiation.

The Mission Behind the Title

The documentary's name points to the ongoing mission by the Philippine army to transport essentials to isolated garrisons in the West Philippine Sea where personnel are stationed for protracted periods of isolation. These "islands" are often just small accumulations of sand in the shallows, no larger than a football pitch, approachable just with high-speed inflatable boats.

The voyages are clearly frightening for the young animals on board, which are loaded alongside tinned food and additional provisions. The film shows the goats struggling for better balance as the craft race across the open water.

Voices from the Shoal

In another segment communities around the inhabited Scarborough Shoal, who voice complaints over dwindling catches attributed to the sheer number of foreign fishing vessels in their traditional fishing grounds.

A Compelling Subject, Imperfect Execution

Critically speaking, the documentary suffers a bit from a slightly disjointed pacing and a musical score that can feel overly tacky, overemphasizing the dramatic moments. However, it is ultimately a fascinating exploration of a maritime conflict that gets scant attention in Western media.
